09. Globalization, Social Exclusion and Dalit : Prashant P. Bansode

'Globalization' has changed basic consumption patterns of Indian society. Since Indian society is largely vertically as well as horizontally divided, the process of globalization provided tool for "social exclusion" by which social categories like Dalits and Adivasis have marginalised to great extent. To address these problems of largely asymlrical society, we have to re-invoke Dr. B. R. Ambedkar's Socio-economic understanding of Indian society and its inherited problem.

10. Social Exclusion, Ghettoisation and Identity : Shaileshkumar Darokar

The present paper is an outcome of the Study carried out by the author for Government of Maharashtra on 'Practice of Manual Scavenging in the State of Maharashtra' The paper attempts to critically analyse the issue of community identity of those groups who were treated out-castes historically and changes and dynamics they have experienced in evolving a distinct identity for themselves in urban context, mainly mega city such as Mumbai. The conservancy workers (Sweepers) in Mumbai city such as the Neo-Buddhists, the Vankars/Meghwals and Rukhis (Bhangis) are the main reference groups in this context and their struggle for dignified life in globalization perspective. The paper also critically analyses the processes of social exclusion- unfair exclusion and inclusion of these groups and discrimination practised against them in open labour markets and their segregation on castes and occupational lines. The difficulties in putting up constant struggle against existing caste, class and ideological dominations and hegemonies while negotiating an identity radically different from that of historically stigmatized identity has also been captured.

11. Pakistan: Potential Source of Nuclear Terrorism : Shailendra Deolankar

Pakistan has become the potential source of nuclear terrorism and it is believed that the terrorists might easily acquire nuclear weapons or fissile material from Pakistan. Dr. Khan's illicit nuclear network which was broken up in early 2004 unfolded the pattern of systematic unauthorized international nuclear transfers from Pakistan to the other states and non-state actors. The article argues that the global proliferation network organized by Khan have certainly facilitated the terrorist to obtain the nuclear technology and the terrorists got access to methods of mass destruction through the Khan network. It also highlights the Pakistan’s proliferation links with Iran, Libya and North Korea .

12. Revisiting the Maratha Past : Marathas & Jagannath Cult : C. R. Das

A culture centric approach to the late medieval polity in the Indian subcontinent requires three different contexts- the contexts of the Mughals, the Marathas and the local polity- in their interrelationship in order to comprehend structural aspects in the making of the polity, political arrangements or managements, particularly when a new qasi-imperial formation tried to control a territory outside its domain and insert itself into some of the areas in its cultural domain. Insertion meant not so much an imposition by way of force as by way of securing consent by a series of acts in the domain of culture. The Maratha activities in Orissa in the eighteenth century in the domain of culture offers a case study of this kind. Culture of the eighteenth century which can broadly be divided into the Pan-Indian Mughal on the one hand and that of the indigenous local on the other, provides a framework for study of political arrangements within the available cultural framework of the eighteenth century within a region i.e., in Orissa. This paper, have attempted to locate the Maratha rule in Orissa in terms of its role in the cultural or politico-cultural domain in Orissa.
